Solved Where can I download the SURT?

I am trying to follow the Windows Update Posting Instructions prior to posting my questions about problems with updating Windows 7. The instruction say to download and install the System Update Readiness Tool (SURT) but they do not say where to find it. Where can I download the SURT? Thanks.
