Where is picture info saved?

I'm talking about the info you can input in the libraries when you select one or more files. For example, JPEGs have Title, Author, Comments, Camera, etc. Does Windows store this info somewhere? I thought maybe the info is saved as metadata in the files themselves but when I add info, like a long comment, then save, the file remains the same size.

I'm asking because I want to find out how to programmatically access that info. The MSDN documentation for libraries makes no mention of it.

It is located in the picture file itself. The info is called an exif tag

You can edit the info in windows 7 in the folder by adding the columns you need or by using a program like this:
