Hello,

I Don't know which one of the CPU below are best for 3ds Max and rendering

AMD Bulldozer or Intel Core i7?

and generally which one is better for everything (Like, Processing, gaming, surfing, watching movies and ...)

The price doesn't matter just which one is the best.

And about graphic cards which one is better?

ATI or nVidia?

Generally speaking the Intel CPU is better at performing several tasks than an AMD cpu on a like for like core count and Ghz comparison. However the AMD does come at a better price point and is often more readily overclocked.

Between ATI and Nvidia it's really not that different. Personally I would say Nvidia but this is an age old argument that will likely never be settled. The reason I state Nvidia is because there driver team are always on the ball, making optimisations for the latest games, However recently the AMD drivers have been coming along better than they used to. Also if you really want to blow your wallet get your GPU from EVGA.

If money is no object, Intel. The top two are 6 core Sandy Bridge E processors. (You could bump it up further with an 8 core Xeon, but that would limit your motherboard choices.) An Ivy Bridge based machine (I7-3770k) isn't far behind, and probably gives a significantly better price/performance ratio.

For the GPUs, the choice is less clear. The nVidia GTX680 and AMD Radeon HD 7970 cards are the best single-processor cards available at the moment. The nVidia card uses less electric power than the 7970 (mainly relevant to the PC's cooling burden), and I tend to prefer nVidia's drivers, but both are good.

If you need professional OpenGL, you'd have to look at nVidia's Quadro series or AMD's FireGL. The top-end cards in those series are much more expensive than consumer cards.

Interesting video here of a render test showing 2 core vs 8 core vs 12 core for Cinema 4D, which is similar to 3DS Max. The tiny squares in the video represent computer cores, so since the 12 core (dual Xeon) is hyperthreaded it shows 24 'render buckets'.

For my Cinema 4D rig I use an overclocked i7 2600k (4 cores/8 threads).
