why cant i install certain msi packages no matter what i try?

in the beginning i had problems with installing msi packages which was later fixed by following instructions on websites and forums to either tweak the registry or use group policy editor.so that fixed the issue,but however there are certain msi packages that still fail to install with the same error that administrator has set poilicies tor prevent installtion or local policy restriction has forbidden this install.

i have a feeling that it wont be just some,but in the future i think there will be many more msi packages that fail,although most of them install.i want a fix so that every msi package can get installed.
ill explain my exact problems where msi packages failed.

1.first when i completed installing gta4,towards the end of the installation,i get an error message that system administrator has set policies to prevent this installation.then i doubted the game would work,however it worked.so at the end of installation there must have been some small component to install which may have been an msi package that failed.this was the same time where other msi packages failed for me but was later fixed with the group policy tweak.but even after those problems were fixed,when i tried installing gta 4 again,the same error popped up in the end,meaning that the msi issue was not 100 percent solved.

2.second scenario was,i was updating my windows 7 home premium,that time all the updates succeeded but a few failed.normally this would be fixed by installing the updates that were already downloaded,then restartng the pc and again trying the same updates.that time it worked,but again,out fof the 3 last updates, 2 succeeded and 1 failed.so i tried the same method,of installing the remaining 2,then rebooting and trying the last update again,but it still failed.i rebooted a few times,still no use.
the update thatr failed was a security update for dotnetfix 2010 which was KB2467173.
so i googled the issue to find that a few other people were having the same problem that,was with this same KB2467173.they said that it failed to install for them too.then i tried downloading and installing the hotfix of KB2467173 from the link they provided in the forum and manually installing.yet again it failed and ended with "installation did not succeed",then i noticed below that it was written,"this installation is forbidden by system policy",then i had a feeling,that it had something to do with msi packages.however the hotfix that i downloaded was .exe format,but there could be msi contents within .exe itself and finally,my thinking was right,i clicked on the log file and it showed me the folowing:

so again it was an msi file that failed.so please help me get a solution for a 100 percent restriction free msi installation method.remember,before telling me the answers,i have already tried all suggested methods on the forums.my windows 7 install is fresh,just 10 hours ago.done all updates!!
no viruses.im an advanced user,so everything with my pc is absolutely fine to my knowledge.an also remember that many other people have the similar problem which is still not yet solved

I already tried the method which u told me and in done trying it.i was instructed do do this in a previous thread and i still had problems but it was related to Mai packages.readiness topology and sfc could not help me achieve it.that old post of mine did not get replied to and now i can't do these steps all over again.i did it several times and ended with the same result.please tell me if u have more info

hi thanks for ur information.after doing what u instructed me to do from the windows update instructions link,i have managed to fix my problem with the windows update that was failing,i:e the one update that included the msi package.
first i downloaded the update readiness tool and ran it,and after that, as instructed in the link i also ran an sfc scan,which completed but found some corrupted files that i could not fix, then i ran the windows update after running the sfc scan, and even though sfc scan found corrupted files,the windows update still succeeded.
however i tried installing other msi setup files with which i used to have problems before,like at then end of the installlation of gta 4 and some other msi softwares,and it still ends up with,system adminisrator has set policies to prevent this installation,that is because these gta 4 has some msi package at the end of installation.
so i think the windows system update readiness tool just fixes the problem related to windows update and it has not fixed my problem with other mis packages.and as i told u before,i have problems only with some msi installers,and not all.
finally i hope u can help with with the CBS folder u told to attach to a zip. since sfc found files it couldnt fix,could u please go through my attached folder and see whether any of those corrupted system files are important for me?
OHH,i have one little problem,my CBS folder in the zip is 30MB in size ,so in ur website it is written that there is 8mb limitation for zip.i didnt try uploading yet,but i saw it mentioned on ur website.can u please tell me what to do?coz i wanna upload it immediately

Have you zipped it? - a 30MC CBS.log file reduces usually to less than 3MB

If it's too big, upload the file to your favourite fileshare site (preferably DropBox or SkyDrive) and post a link.

if u have doubt i will tell u my product id.
the reason i installed group policy editor is not to do anything illegal and i didnt even know it was illegal.
the reason why i did it was to make permissions for sharing folders through wifi for my android device.
if this is your response then this forum is of no use.coz i did not try to do anything illegal here.this is really bad.
i installed gepdit to do my thing and not for anything else.i wasnt even aware taht it was illegal

A product ID isn't enough to tell whether your license is legit or not as all it tells me is what your locale is and what manufacturer your computer is.

It is illegal to install group policy editor on Windows 7 Starter and Home Premium because quite frankly, you haven't paid for it. Your reasons for doing it don't matter, that's like saying I stole a DVD because I wanted to watch it. If you wish to use gpedit then you must pay for the appropriate version of Windows rather than use illegal patches.
