Why does Facebook look like this in IE9

So recently I went back to IE9 for certain reasons and for several days I was able to view Facebook just fine and it looked just fine this morning and now it looks like this in the screenshot in no add-ons mode is there a possible fix for it, I hate it when it does this

I have no idea what FaceBook is supposed to look like ?
But I would rather see someone use another browser than use ie9 on windows 7

Have you tried to press the F12 key and go to Browser mode and switch to something else/ comp-view.. or see what it's using as default ?
You can also try another Document mode and test ?

I was able to view Facebook just fine and [..]

If you don't want to use the MSIE (Internet) Option(s) 2 Delete Browsing History, you can always do a reload which bypasses the browser cache, by pressing: CTRL+F5 (Ctrl + clicking on Refresh)

*and it should fix

i found out by using IE9 Flash doesn't seem to crash and then I went back to IE10 to find out this issue was fixed and then the other problem with Flash came back I have no clue what to do because I want facebook to look like it normally should and I do not want Flash Player crashing on me every 30 minutes

Hum.
If flash is crashing possibly it's another add-on conflict,
Post your show all add-ons page toolbars and extensions,
If you use any tracking protection add-ons please post that page too,
Gear symbol and manage add-ons,
Flash has released a new version just a couple of days ago it seems okay to me so far but unfortunately I can't test facebook
Do you have any webroot browser add-ons ?

the only WebRoot addons I have enabled is the virus protection itself and the /web/root Filtering Extension and here is the rest of my add-ons and one of them will most likely get me banned from the site

It's most likely Java,
Uninstall anything Java related and test with ie10,
If still no joy disable the extension filter by webroot,

I had a feeling you was going to say java, but i use java for certain things would it work just to disable it and then enable it when I need it

Start with java uninstalled,
It's just an add-on you can re-install it later,
Also use this,
Temp files delete,
Run this as administrator and Start the scanner,
Shut your machine down after it finishes,

Err, you could get Java 8

& btw., Flash cookies (and site data & all that) can be deleted from %appdata% folders. (Adobe\Flash Player\AssetCache && also Macromedia\Flash Player)
