Why is my ISP slowing me down?

Well my ISP is slowing me down like crazy today. Here is a speedtest.

By the way, I am switching to Virgin Media (Fibre Optic) soon but I am just interested in why this is happening.

Oh, I did phone them. They said that was the fastest..... It's Sky btw.
