Depends on the site skin you're using.
Still haven't confirmed if the OP's referring to the site's logout, or Windows.
I don't think he'd be asking about logging out of the forum. I think he's referring to the fact that you have to click on the tiny arrow in Windows 7 to find the "Log off" function. I've wondered about the logic of that myself. His question is "why?" and only Microsoft can answer that one.
However, to the OP, if you use "Log off" more than any of the other options, you can set your button to default to "Log off" by right clicking on the button and choosing Properties.

Something like this, always at the top right would be great.
Many sites have a hard to find logout link. recently my bank revamped its site and added a large blue log out button.
