Wifi "no network access" when using mobile hotspot/tethering

I usually use wifi internet on my Windows 7 PC by connecting to my home router/modem, never had a problem.

But when I connect the PC to my Android phone via wifi (mobile hotspot/tethering) I get "no network access" and "limited access" messages, and I can't connect to the internet.

If I connect another phone or tablet to my Android phone in the same way it all works fine.
So the problem seems to be with the Windows 7 PC.

Does anyone have any ideas? I already tried netsh winsock reset which was mentioned in another thread, but it didn't help.

It turns out it's probably caused by my USB wifi card/adapter (TP-Link TL-WN821N). I tried using this wifi adapter on another PC and ended up with the same problem (internet works when connected to a router, but not when connected to a phone).
