that url/ip works for me in win7 x64 ultimate from here in the UK.

do you have any a/v or firewall software that might be blocking ranges of ip's? how about your hosts* file? did s&d inadvertently add the range to the hosts file as part of it's immunizations?

( i use s&d but do not let it 'immunize' my hosts file)

*- file is located at C:\Windows\System32\drivers\etc\hosts

hi.

1. Shut down your PC, Remove power supply from your modem, router or any other device you may have connected, Connect everything and start your PC, then check for that website.

2. Go to C:\Windows\system32\drivers\etc folder, Click on "Open with" in the context menu.

From the displayed software choose "Notepad" to open the "hosts" file with Notepad. If there is any line starting without # contains the website address, which you are unable to access, then go to the next step

Copy everything from that hosts file except those lines started without # and close the file. It's recommended to paste the copied content in the temporary text document. This content will be needed later. Delete the hosts file. Right click inside "etc" folder and go to New → Text Document. Type "hosts" as the file name.

Open the newly created hosts text file and paste the content you have copied from previous "hosts" file. Click on File → Save Click on Tools → Folder Option for Windows 7 users in "etc" folder window.

Go to "View" tab in the Folder Options window. Select the option "Show hidden files" and unselect the option "Hide extensions for known file types", then click on OK.

Click on "hosts.txt" and press F2 button on your keyboard to rename. Change its name from "hosts.txt" to "hosts" and press Enter. It'll show you a warning asking, "Do you want to change the file extension?" click on Yes

Right click on "hosts" file. Go to Properties from context menu. Select Read-only and Hidden option under General tab and click on OK.

Try to open that website in your web browser

If all this does not work

Try to change your DNS server. You can use any public DNS like Google DNS, OpenDNS etc.

When I Google 69.65.3.162 I got the above. Their are 788 websites with that ISP. What do you get.

http://sameid.net/ip/69.65.3.162/

I would completely remove spybot 2 if it was my computer.
I would use Microsoft Security Essentials and the built in Windows 7 Firewall.

Erm...so you are saying that website has the same IP address as one of the ones that spybot has blocked?

I removed immunization just to be sure, and the website was still inaccessible. I uninstalled sybot and restarted, and the website is still inaccessible.

The server at Blox Sound - Sound of Revolution is taking too long to respond.

What is your general location Question2? Maybe your ISP block it for some reason. It looks harmless enough, selling earbuds.

I'm located in Australia and was able to access the site a couple of months ago. I tried firefox and IE, both failed to load the website.

As of this moment i only have microsoft security essentials and malware anti bytes installed.

I can only suggest you give your ISP a call and ask them why. I have seen some of the Aussie ISPs block sites for some reason.

I don't believe that Microsoft Security Essential or Malwarebytes Anti Malware is doing the blocking. I use both and have no problems accessing that site.
I would suggest following Brittons 30 advice and call your I.S.P.
Thank you for filling in your specs.

Well the ISP isnt blocking it, i can access it if i have my browser to use a proxy that they gave me. But if my browser is set to no or auto detect proxy, page wont load for me.

They suggested decreasing MTU to 1400, but when i do that i lose all internet....

the purpose of the proxy would be to bypass any blocking done by your isp. if you can connect using the proxy, but not when using your isp, it is the isp that is blocking you. if you must use the site, use the proxy to get to it. as this will likely be slower, you should reset your browser to not use the proxy for the other sites.

to find YOUR best mtu setting see this LINK
