We see this a lot when using any Registry Cleaner besides CCleaner. Norton also works best when uninstalled.

You may have ruined your Win7, but try running the REpairs from the Win7 DVD or Repair CD so it doesn't rely on System files which may be corrupt or damaged. System Repair Disc - Create

Make sure Win7 or it's 100mb boot partition (preferred) is marked Active then run Startup Repair up to 3 separate times to repair or rewrite the boot files: Partition - Mark as Active

System REstore and SFC should be automated in Startup Repair but run them separately anyway if it fails from the System Recovery Options
SFC -SCANNOW Run in Command Prompt at Boot

You can copy out your files using this: Copy & Paste - in Windows Recovery Console

If all else fails, run Factory Recovery or your Recovery DIsks, or use or find a WIn7 installer for Reinstalling Windows 7

What was the result for each step I gave you above?

Make sure the 100mb boot partition (if you have it) is marked Active first to try repairs.

Next try marking the Win7 partition itself Active to try the Repairs.

Are you running Startup Repair 3 separate times from DVD or Repair CD?

Am I wasting my time typing these out for you again, or will you respond to each step?

Am I wasting my time typing these out for you again,

Occupational hazard, mate.

As stated earlier, use the DVD or Repair CD because the built-in Startup Repair depends on System Files which may be damaged. Follow each of the steps given and ask back any questions if you have them.

The Dell Installation DVD should be able to boot into Repair console on second screen.
