Win 7 random restarts & crackling noise then crash during games

I have been dealing with this problem for a long time but something gotta happen. The random restart happen well randomly during idle, game play, surfing the web or anything that has to do with the computer. One minute I'm enjoying myself and the next I see the Dell logo. No BSOD just loads back to desktop. I have searched the forums and have nothing out there that gives ME and idea of what's going on. I have formatted and reinstalled the OS and it still happens. It happened before and After I upgraded my PSU and Graphics card. It's happens multiple times a day. Now my second issue. I have I play AION and during game play I hear a LOAD crackle through my speakers and I'll hear it for a range of 2 sec to 10 sec and then the system restarts. No BSOD on report. This also happened before and after new PSU and graphics card and before and after format reinstall. I've updated my graphics card sound card, Bios, chipset, everything I can find a driver for I've installed it. I cant find any resolution. I doubt this forum will have an answer for this problem but while I'm listing my problems I'll add this one. During gameplay of AION I will get a message that AION game client OTCbuildclient32_wogg(30) has stopped working. I have also gotten a couple alerts from Norton that that same process is using a lot of memory. If you have any ideas for that one or any of them I would really appreciate it I'm at my wits end. I have ran diag on my memory and harddrive and got not errors.

Crashes are mostly related to your graphics card. Check your DirectX/graphics card installations. DirectX comes installed with Windows, so check for Windows corruption; yes, there can still be Windows corruption after a fresh format and install and it generally points to bad installation media, and yes, your installation media can still be bad if you bought it in the store or online or even if you downloaded it from a legitimate Microsoft site. It may also be that you have corrupted drivers or a graphics card hardware problem (possibly related to the motherboard since you have already replaced the card and PSU).

• If you are overclocking any hardware, please stop.
  
  
• Check Windows for corruption. Run http://www.sevenforums.com/tutorials/1538-sfc-scannow-command-system-file-checker.html up to three times to fix all errors with a restart in between each. Post back if it continues to show errors after a fourth run or if the first run comes back with no integrity violations. Use OPTION THREE of http://www.sevenforums.com/tutorials/1538-sfc-scannow-command-system-file-checker.html to provide us with the sfcdetails.txt file if errors occur.

Follow the steps for Diagnosing basic problems with DirectX. To re-install your display card drivers as outlined in the DirectX link, use the following steps.

1. Download the drivers you want for your display card(s)
2. Click Start Menu
3. Click Control Panel
4. Click Uninstall a program
5. For NVIDIA:
   • Uninstall the NVIDIA Graphics Driver (this should uninstall all NVIDIA software and drivers)
   • Restart your computer
   • Make sure NVIDIA 3D Vision Driver, NVIDIA 3D Vision Video Player, NVIDIA HD Audio Driver, and NVIDIA PhysX System Software are not still listed under Uninstall a program through Control Panel
   • If any remain of the above, uninstall one at a time
   • If asked to restart after uninstalling any of the above, do so, and continue uninstalling any remaining NVIDIA items until all are removed
6. For AMD:
   • Uninstall AMD Catalyst Install Manager if it is listed (this should remove all AMD graphics software and drivers)
   • If AMD Catalyst Install Manager is not listed, use the following method to uninstall the graphics drivers (this applies to onboard graphics, as well):
     1. Click Start Menu
     2. Right Click My Computer/Computer
     3. Click Manage
     4. Click Device Manager from the list on the left
     5. Expand Display adapters
     6. Do the following for each adapter (in case you have multiple display cards)
        • Right click the adapter
        • Click Uninstall (do not click OK in the dialog box that pops up after hitting Uninstall)
        • Put a tick in Delete driver software for this device (if this option is available, otherwise just hit OK) and hit OK
        
        Alternatively:
        1. Login as an adminstrative user
        2. Click Start Menu
        3. Click Control Panel
        4. Click Hardware and Sound
        5. Click Device Manager (the last link under Devices and Printers)
        6. Expand Display adapters
        7. Do the following for each adapter (in case you have multiple display cards)
           • Right click the adapter
           • Click Uninstall (do not click OK in the dialog box that pops up after hitting Uninstall)
           • Put a tick in Delete driver software for this device (if this option is available, otherwise just hit OK) and hit OK
   • Restart your computer after uninstalling drivers for all display cards
   • Install the driver you selected for the display cards once Windows starts

Remember to try multiple versions of the graphics drivers, download them fresh, and install the freshly downloaded drivers.

Findings

I ran SFC /scannow 4 times 1 in safemode and 3 in normal mode. All 4 times it came back with no violations. Finding attached. I ran Dxdiag and no issues were found. I upgraded my dx to dx11. I uninstalled the drivers and reinstalled from ati's website.. I post the next time it happens. Let me know if there is any other reports I can list.

No change. Still having random restarts and lockups with crackling or errrrrrrrrrrrrrrrrrrrrrrrr noise. At frist I used windows drivers for graphics card and that gave mea BSOD physical memory dump and then locked on the BSOD. I installed the most recent ATI catalyst control center (had it installed before). Im completely at a loss. I just bought the graphics card. It was happened before this graphics card so doubt it's the card. I've got 4 sticks of memory on the way out but this doesnt should like a memory issue.
