Win7 color has changed even when at startup

The color is suppose to be blue at welcome screen it's not anymore, even when pc is switched on it shows the text yellow and apps on pc they don't have their default color anymore, they are using the same color that the win7 has, How can I fix these

The start up welcome screen is suppose to be blue but it's sort of green how do I return it to it's default
