Solved Window randomly stuck on screen

I seem to be having this error where a whole window would get stuck on the screen.

I've taken some screenshots to illustrate what I'm referring to. Sometimes a program would essentially make a second window on the screen (like Paint) even though I didn't open the program a second time.

Or you would have white on the desktop from the stuck window.

As you can see from the taskbar, there is only one Paint program open, even though it looks there is two of them.

In the last screenshot, it shows when you move a window around, it cuts off part of the window that was stuck on the screen.

Work through the Troubleshooting Steps for Windows 7 starting with the infection tests, update or reinstall Display driver, run System File Checker, establish a Clean Boot, test hardware.

Report back results as you go as there may be other steps indicated.
 
I went through that list. Doing a clean install of most of my drivers didn't do anything. Nor did a repair install or SFC scan. So I decided to back everything up and do a clean install of windows. Everything seems okay now. I'm not sure what caused the issue.
