Windows 7 Backup and Restore

I would like to know if Windows Backup and Restore can backup the actual Windows 7 operating system, if so how do you restore it?

Thanks for the help, just one question:
I created a folder on my external drive to store my backups in.
Then selected the option Manage Space under Backup and Restore your files and got the external drive listed but was unable to select the folder.
So I am wondering does the software create its own folder?

I have a separate partition for my backups. System Image, System Restore and Backup and restore make their own folders. The back up software named is included with the OS. There are other great free Backup software like Macrium Reflect, that are used by many in lieu of the native Backup software.
