Windows 7 Backup is backing up a non existing backup!

I have the little flag "backup in progress" icon and my hard drives are being accessed constantly. This has been going on for four days.
When I double click on the icon I get taken to the action centre where I am told that I do not have a backup set. There is no schedule for a backup either.
If I go in and try to manually stop the backup process it just restarts.
I have tried to set a new backup to see if I can interrupt it but the set up backup button in backup and restore does not work.
I did set up a backup a month or so ago and that was just to another internal hard drive. I deleted that routine a soon after and when I look on the internal drive where it was backing up to there are no new files being added.

So what is it backing up, where is it backing up to and how do I stop it? My computer is almost unuseable it is so slow.

I saw a post on this forum suggesting resetting the backup registry and I did but it has not made any difference. I just cannot stop this non existant backup from backing up nothing to nowhere and taking all my resources up!
