Windows 7 - BSOD at the Welcome screen

It just came out of no where few weeks ago, I see the welcome screen thing loads for like 10 seconds and then it goes blue, it used to come and go but recently it just BSODing every time.
really hope I can fix this without reinstalling the whole OS.

Got that after I booted in safe mode if it helps with anything:

the OS is about a year old, and the hardware is around 5 years old.

I've attached the Zip file, I couldnt get the other HTML file since it gave me some not found error (I was in safe mode when I tried this).
