Windows 7 can no longer boot

I have a 6 year old dell desktop that has suddenly developed a problem ..... Windows 7 can no longer boot

The default blue windows 7 screen with the white bird and leaves on the right appears without the windows logo and the cursor arrow appears enlarged as if it were in safe mode.

When I shut down and try to reboot a black screen appears and it launches startup repair

then the screen indicates that windows is loading files
a few minutes later at the completion of the process the above blue window screen re appears

Any ideas on what the problem is. Thanks for your help

Did you try booting to recovery options from external media?

If you don't have media, you can get windows 7 .iso and burn as an image to dvd, or use something like rufus to extract the win7 iso to usb.

Thanks for your reply....I used the original CD with the W7 OS and it prompted me to enter my language preference and time zone. Then it indicated it was loading windows files.
After several minutes it resulted in the same blue splash screen with the branch and white bird and large cursor arrow. No success!

Maybe you can try set the USB to be Flash drive, and you can boot your Windows 7 from USB drive

From the Win 7 installation disk run a Check disk and a System file check.

Boot from the in 7 installation disk, go to repair and launch a CMD window.
Type
chkdsk C: /f
Pay attention on the results. Did it find bad blocks or bad clusters?

Then type
sfc /scannow
Pay attention on the results. Was it able to fix corrupted files?
