Windows 7 doesn't go past Starting Windows

Hi guys,
So recently my computer has started behaving weirdly. This has never happened before and I find it weird because I haven't changed any settings.
So the problem is that when I restart or turn on my laptop, everything works fine until the welcome screen. I can the the hp logo at the start, the starting windows screen but then the screen is blank (instead of the welcome screen) and all I see is my mouse which I can move around. After 40-50 seconds, the laptop restarts and this continues 3-4 times. Finally windows loads.
This even happens when I try to boot into safe mode. I don't understand whats causing the problem here.
I have attached what i can see (Starting Windows) and can't see (Welcome, only black screen with movable mouse) . Can anyone help me out here? I'm on Win7Pro.

Run an antivirus scan.

Nope, none of that helps. Even the startup repair did nothing.
