Alright so a while ago I upgraded from vista x64 to windows 7 ultimate x64.
Weird thing was I had two program files on my hard drive after I upgraded.
So I decide to go ahead and delete program files (x84) because I figured I will no longer need this with windows 7, apparently I was wrong.

After I deleted the old programs folder I was no longer able to run anything that requires administrator.
Weird thing is when I look at my user accounts it still shows me as an administrator.

Here is an example for something that goes wrong.
I'll try and start a program and this error message comes up.
Windows cannot find (file name/location here). Make sure you typed the name correctly, and then try again.

If your wondering I used the program found on this page to remove Program Files (x86)

Is there anyway to fix my problem with out reinstalling windows 7?

If trying System Restore mentioned above doesn't fix it, a system backup image from before you deleted it will. If you don't have a system image then a repair install,

might. If that doesn't work then you will have no choice but to do a complete re-install of Windows.

system restore will not work if the system files are deleted
you just have to reinstall windows

Though I'm not sure it will help it can't hurt to try, have a look at this tutorial at the link below, this runs from the Windows Recovery Environment (WinRE) so Windows won't be 'running' during the scan, sometime it takes a couple separate runs to complete successfully and be sure to post back with any further questions you may have and to keep us informed.
