Windows 7 home edition X64 not recognizing ram

Hello,
I have done some searching, and while i find the question with some answers, i havent been able to find a solution so far.
On windows system and bios, i am seeing 4gb of ram. I have 2x8 installed, and when i check speccy it correctly states 16gb.
Which is accurate?is my computer actually running off of 16gb or 4gb?How come windows system and bios are not recognizing my ram?
