Windows 7 resets in Safe mode

For nearly a week I've been fighting with irritating Windows 7 Enterprise problem. Namely I can't enter Safe Mode! Everything is fine till I see a screen with "Welcome" label. After a second the systems resets whole PC.

I tried reinstallation, but it didn't help. Even in case of pure clean Windows 7 (no additional software, no additional drivers) the problem persists.

Config:
PhenomII 965 BE
ASUS Crosshair II formula
Corsair Detonator 2x2GB
2x OCZ Vertex Turbo 30Gb (RAID0)
old GeForce 6600 (new HD4890 comming soon)

It's odd that even on a clean install this happens. That suggests it's a hardware issue. I'm not sure what kind of hardware could cause this, especially since it works on normal boot (I'm assuming it's not a driver because it crashes after all drivers have already been loaded). First thing to do is sfc (Press Win+R, type sfc and press enter), I'm not sure if this will help because a clean install should not have system file integrity problems.

Are you selecting Safe Mode in advanced boot options on startup (by pressing F8)? If so, I suggest trying to make it automatically safe boot (Press Win+R, type msconfig, press Enter, under the Boot tab, select Safe Boot). Restart and see if that works.

Hikari,check is safemode working in XP or other OS,if so,thread it,then may be can figure it out

OK, some update:
1) tried sfc - problem persists
2) tries resetting BIOS settings to default - problem persists
3) tries removing one memory (so instead of 4 I had 2GB) - problem persists
4) tries Safe Boot - problem persists

BUT: this safe bode was the most interesting as I could not boot the system anyways (safe mode = reset; normal mode = safe boot = reset). Finally I tried to run last known good configuration and it worked! I entered safe mode or actually did safe boot properly. Strange, isn't it?

This a very common problem with Windows 7 Enterprise 90 day test.

I have 10 units on test all with NO SAFE MODE.
