Windows 7 SP1 update failed, causing Windows Update errors

Hi,
Running IE 9 and tried to update to IE 11. Said I needed to update my Windows 7, 64 to SP1. found the update and attempted to install. Install failed and message said "restart your computer and try again" tried again and it failed again. Now Windows Update cannot update the PC, error message says "cannot update while files are in use"

I'm at a loss on how to fix this, any help is greatly appreciated

Well; one thing i can tell ya is that when it says cannot update while files in are in use basically means you need to restart your system. Try restarting and see what happens. It may tell you either when the system is in the process of restarting; that its configuring updates. Do not do a hard power down as that can cause even more issues while its updating.

Also have a pretty bad speaker setup which is a klipsch promedia 5.1 surround speaker setup with huge subwoofer and lg blu ray player/writer. Also a hp officejet pro 8600 plus wireless all in one and a logitech s7500 webcam.
Please follow the Windows Update Posting Instructions and post the requested data
If the file is too large (8MB compressed), remove the older CBSPersist cab files until the final file is below the limit - you can always post them separately after zipping them. (the forum doesn't allow the upload of bare CAB files, for a number of reasons)

i downloaded and ran the SURT, it installed correctly, I also ran the scannow utility and no errors were found

Try this...

open an Elevated COmmand Prompt and run the following command...

fsutil resource setautoreset true C:\

then close the command prompt window wait 10 minutes, and reboot - try Windows Updates again.

OK - do a Search for files named 'pending.xml' in the Windows folder (it'll take a couple of minutes) - copy all found to your desktop, and then zip them up and upload them to your reply

did a new search on the whole computer "C" drive lookin for "pending.*". found the following;
Folder: C:\Windows\winsxs\Temp\PendingRenames
PENDING_bffzwq in a dropbox folder
both of these were from after Aug 1 2014
