Test the HD with WD Data Lifeguard bootable flash stick and Windows version Followed by a full Disk Check from the booted Win7 installer's Command Line in System Recovery Options.

If drive tests out okay then everything that can be done to start it is in Troubleshooting steps below.

Otherwise I would do the Reinstall in link also below which results in a perfect install that will remain that way as long as you stick with the steps, tools and methods in the tutorial only..

So y think it may be bios problem I should factory reset that bios and flash the new firmware for as I can see there is an update. .. Should I try that?

Disk Check only tests the file system and not the actual physical condition of the HD, which is why I specified exactly which test can not only diagnose but also repair your brand HD.

Bit my hard disk working fine and I have tried another new hard disk in that pc still sane condition.. reboot loop. I will die run this test but I think problem isn't there

You can't move Win7 HD installed on another PC without special steps to adjust it to boot. So you'd need to reinstall on the same hardware. Follow the steps in my reinstall link below picture

But all for OTHER COMPUTER WHERE YOU DID THE REINSTALL!

Not trying to be rude, but you didn't give us any clue.

Booting fine in that but when I put back in my new rig stuck in reboot loop why? Any error on screen why it reboots ?... Cannot boot into the windows
I tried Windows repair option didn't worked... windows repair? You mean startup repair? What test did it do, and what were the results?
I tried advanced options and cmd bootrec command=>bootec is for fixing the MBR and volume bootsector. Not the problem(s) you're having (as far as I can understand)
Rebuild bcd
didn't worked either errors? Why rebuild or modify the boot menu?

In my previous pc Years before a problem happened that Windows xp won't work it gives reboot loop and Windows 98 works on that so technician did repair the motherboard.. . U think its motherboard issue or the bios issue? I can't see os issue or hdd issue

Start by disconnecting the ubuntu harddrive.

.. It gives reboot loop and won't start or if it starts it... =>is it starting or not??

On start normally: Does it crash with BSOD (blue screen?) Post error message.
On windows fix and repair.... run "startup repair" ... most likely this starts immediately. Afterwards click "view diagnostic and repair details". What checks did NOT return status 0x0? Post the checks/repairs and the status. 0x0 is succesfull... not interested in that.
