Windows 7 stuck in Windows 7 Basic Theme

I just finished fixing up an an old Acer Aspire 4520 laptop and installed Windows 7 Ultimate (32-bit) on it.
Everything's pretty smooth (except for the speakers, but that's in another thread) except for the theme.
Normally its the "glassy" look that windows 7 has, however right now its stuck in basic, even when I select the Aero theme.

When I try to change the taskbar/window color, this comes up instead of the normal color selection thing we're all used to.

Please help me out, Im fairly certain its not a driver thing because i used the driver booster program to auto update them all, but I could be totally wrong.
