Windows 7 stuck on Welcome Screen

After setting up a network profile with all desired tweaks as an Administrator, I then log back on as the local user account, and change that profile back to a standard user.

When trying to log back in the system hangs on the Welcome screen and never logs in. I then have to hard power off the unit which then upon the next logon creates a temporary profile and never let's the normal profile login again.

This has been a standard setup for these systems for months. Now all of the sudden nothing wants to work. I already installed the KB2617858 for slow logon issues and that didn't help. I have changed msconfig to selective startup and that didn't make a difference either.

Beating my head against the wall.

This is a brand new out of the box image. It is consistently doing this on every machine. I think I have narrowed it down to our Citrix Receiver in Startup causing the issue.
