It looks to me as is the Windows Update Agent is broken in some way - in which case, the only known cure is a repair install.

I'll ask for a second opinion, just in case I'm missing something

Many users have received that error including myself on Windows 8 x64. Looks like a goof on Microsoft's part.

Thanks Tom and Noel. I have two other computers running Windows 8 x64 and they also installed all of September's updates fine except this one too so I don't think it's an issue with my installation of Windows on my main computer specifically.

With respect to err.exe's ERROR_DS_MEMBERSHIP_EVALUATED_LOCALLY, it sounds like KB2810009's installation is incorrectly handling cached credentials for Directory Services.

* At one time my computer was a member of a domain, which I know I will no longer use.
* My computer is currently in a Workgroup (is not joined to a domain).
* For that domain I had a C:\Users\<account name>.<domain name>\ folder, and it was not locked.
* I know they (<account name>.<domain name>) were my former account.
* They were not listed under Computer -> Manage -> Local Users and Groups.

I should have backed up my system here, but I didn't :o

I used Explorer to manually delete C:\Users\<account name>.<domain name>, confirming the deletion of NTUSER.DAT and its ntuser.dat.logN files.

Should someone have a better method - please correct me:)

After rebooting Win7, I manually and successfully installed KB2810009.
Windows Update history also confirmed KB2810009 had finally been successfully setup.
