I've just found a physical machine with an identical problem - unfortunately I have very limited access to it, so researching this is going to be slow. My colleague is similarly stumped at this point.

Bear with me and I'll see what I can find to resolve this.

I have found out what I think is the problem on my machine - so let's try to find out if it's the same thing here...

Please open an Elevated Command Prompt, and run the following commands - post the results...
