Windows 7 USB/DVD Download Tool Error

I am trying to copy an ISO to my usb drive and keep getting "We are unable to copy your files. Please check your USB device and the selected ISO file and try again". I have tried multiple USB drives and even bought a new one this evening, did the diskpart, and formatted it and same error. Any help is appreciated.

What is your USB drive or drives? How big is the .iso file? A FAT32-formatted drive has a single-file size limit of 1 Byte less than 4GB, otherwise it needs to be NTFS-formatted. Simply copying an .iso file shouldn't present a problem but working with that file such as burning a CD or DVD from it requires a program that can do it. An .iso file is used to create an exact copyof the original disc when that disc is not available but there are methods of doing things with the file to a USB Thumb/Flash drive.

I am using a USB 3.0 flash drive and it is 2.0 compatible. I have done the diskpart steps multiple times but every time I try to boot from the the flash drive it says BOOTMGR missing. This is happening on multiple flash drives. Is there a step I am missing to activate it?
