I am running windows 8.1 64 bit. My daughter's computer is Windows 7 64 bit. She needs to reload windows so I chatted with a guy at Microsoft and he guided me to download the Windows 7 64 bit ISO file and the Windows 7 USB DVD download tool. When I run the download tool it copies the ISO files onto the USB drive but will not or cannot run bootsect.exe to make it bootable. I would appreciate any advice or suggestions.
Thank you.

Welcome to the forum. An ISO file is a disk images you can't copy it to DVD or USB you need any DVD writing software to load the file and it will write it to disk and make it bootable. If your doing it to USB there is lots of free software that will do it all for you like Rufus
