Many thanks for the files, the issue for corrupted Manifests been resolved once I run CheckSUR tool with the uploaded files been copied to Manifest folder.

I already got the file (netiougc.exe) from another laptop with same arch and windows version, but still having the same error which prevent downloading SP1 (same error code 802400D)
any advice?
