Windows Animation - lines and flickering

I seem to get all sorts of lines on any animation and the animation flickers.

I followed your tutorial http://www.sevenforums.com/tutorials/258-color-bit-depth-display-settings.html
but it did not help, does anyone have any suggestions

Hmm, I'm confused, is this how I can get rid of all those lines when I animate a graphic................I thought it was a problem I'm having with my graphic card, or something, and I can't solve the problem

I'm rather new to forums, so I hope you'll forgive me if I make mistakes posting
