Does C:\Windows\System32\notepad.exe exist?
Check the path environment variable, make sure

C:\WINDOWS\system32
C:\WINDOWS
C:\WINDOWS\System32\Wbem

are included in it.
Right click on This PC
Select Properties

Click on Advanced System Properties on the left

On the Advanced tab, click on Environment Variables
Under System Variables, scroll down to Path
Select it (Path) then click Edit

An easy way to look at all of it is to right click on the highlighted Variable Value field and select copy, then start Notepad and paste the data into there. That way you can easily look at all of it.

It's also a lot easier to make changes in Notepad then copy and paste the changed data back into the Path Variable Value field.

If the above post by Ztruker doesn't fix things I would recommend a Repair Install.
For these reasons.

1. You have used AVG Tuneup Utilities. Windows 7 doesn't need or want such a program.
2. The infection you had could of changed things. Even if you have removed the infection you haven't repaired the damage the infection have already done.
3. SFC /SCANNOW did not fix all the problems.

Here is a tutorial by Brink that is very helpful.
