Windows cannot install printer. Access is denied.

I get this error, "Windows cannot install printer. Access is denied." when trying to install a printer usins an admin account.
The OS is Win 7 Pro 32. Everything was working last week, then the printers stopped working. There is a Brother MFP and a Zebra label printer. I re-downloaded the correct 32bit drivers from the manufacturers and re-installed. When I try to add the printer I get Windows cannot install printer. Access is denied.
I created a new Administrator account. Same problem.
I ran superantispyware, malwarebytes, AVG, and CCleaner.
I went into the GPedit.wsc and made sure the Administrative Templates were not Preventing addition of printers. I even toggled it on> rebooted, toggled it "not configured"> rebooted.

Any suggestions?

I'm still looking for some help with this. Any suggestions? Do I need to give more information?

I activated the Administrator Account and was able to add printer, but only that account. I created a new Admin user, but still can't.
