Windows Classic "Window Delay"

Hi (Im not sure if this is the place to post about this problem, feel free to move thread.)

Been using the windows classic themes i previous windows xp/vista because i like the look of it. When i installed windows 7 and turned on the classic theme i feel like it has a slitly "delay" when moving a window. This problem i dont experience with any other windows 7 Aero themes. Been searching the forum for a solution but cant seem to find one

Example: Running a movie in VLC and moving a window over the screen make it appear as if i were "pulling" a second window behind it. Like when you turn on mouse tracks and move the mouse.

Windows: Windows 7 Home Premium 64Bit (6.1, Build 7600)
Screen: Eizo 24" LCD FlexScan S2401WSEK svart 1920x1200, 5ms, 1000:1, VGA/DVI-D
Graphic Card: ATI Radeon HD 4870 X2 (With latest drivers installed and DirectX 11)
Resolution: 1920 x 1200 (32 bit) (59Hz)

After having a quick dig
(im sure you would have found this if you knew the key words to search for, for your future reference your problem is assessed as 'redraw problems')
it looks like unless your using Aero, Windows7 doesn't use hardware acceleration:

Classic and Basic Theme slower than Aero - Windows 7 Taskforce

That coupled with the high resolution makes it slow
