You can do on normal mode, Safe mode or even booting from a installation disk, go to repair and open a CMD window.

Boot from the installation disk, go to repair - next
It will open a multi choice window. At the bottom you will have two options - Shutdown and restart. Hit Shutdown.
If it doesn't completely shutdown, I would say you have a hardware problem on the MOBo or Power Supply.

When a computer 'Desktop' is shut down it does not shut down the monitor or power supply.
Until power is remove from the power supply or the switch is set to off it will still have power.

I use two of these. One for each system. Everything that hooks to my computer goes through these.
Using them I can shut the power off to everything as I please.

https://www.amazon.com/Tripp-Lite-U...+lite+under-monitor+6-outlet+surge+suppressor

Using the Tripp protectors I can remove the power from the computers, speaker system, monitors and cable modem just by pushing a button. If something hooks to my computer I have buttons I can push to turn the power on and off to each item hooked to my systems. I do keep the power on to my modem all the time because my phone uses it.

i have to think about a easy way to do it as it's in a Super micro one Rack Unit Case with no dvd rom...,
not looking forward to finding out i have a bad part... my guess is it would be in the power supply. but it posts, run and ect perfectly and at the start of when i was working on it everything worked... maybe it's a wire. o well i will get around to looking inside the case at some point
