Windows Could not Finish

I have 8 Dell laptops that are receiving " Windows could not finish configuring the system. To attempt to resume configuration, restart the computer." message after sysprep. Here are the steps that I have tried to no avail.

1.MMC > Add Remove Snap In > Computer Management > System Tools > Users to change my Administrator password to meet the requirements.

2. type lusrmgr.msc to bring up the users control panel set password for disabled administrator account, enable account. exit

3. bcdedit /set {default} safeboot minimal then after reboot bcdedit /deletevalue {default} safeboot

4. cd c:\windows\system32\oobe then type msoobe. I go through setup and then error comes back.

5. Went in to Bios and changed the Sata setting to ATA. Didnt work. Changed back to ACHI, didnt work.

I can not get past this error. Any other ideas would be helpful.
