Run Windows in Normal mode, and then run MSCONFIG. On the General tab, choose Diagnostic startup, then click OK. Reboot.
Another MSCONFIG option would be to go to the Boot tab, check Safe boot, and choose Minimal. Click OK. Reboot.
A third thing to try in MSCONFIG would be to go to the Services tab, check the box for Hide all Microsoft services, and then disable one or more of the non-Microsoft services. Click OK. Reboot. For this option, you'll need to experiment whether or not disabling certain non-Microsoft services will get the job done. Keep in mind that if you disable something, it won't be running, so if you can live with that, fine. For example, if you disable your antivirus service, you won't have antivirus protection.
By doing one or more of the above, you won't be in Safe mode, but you'll get much of the benefit of Safe Mode, because you'll stop a lot of normal stuff from running. Perhaps that will permit you to run everything you need for this program.
Don't forget to re-enable needed items when you aren't running Sage.
