Windows does not ditect the mouse when booting up

When I boot my pc, 9 out of 10 times windows doesn't ditect my mouse. Each time I have to unplug the usb cable and re-plug it.
Could some one tell me how to fix this please?

If it is a BIOS issues, why does it works sometimes?
I tried different USB ports / mouse with the same result

Okay, you have tried different Ports AND different MICE? I'm at a loss. Someone else will have to help you here.
