Windows Doesn't Retain Taskbar Customization

The taskbar doesn't show Windows Explorer - Safely Remove Hardware and Eject Media. I select Customize and see that it's set to Only Show Notifications. I change the setting to Show Icon and Notifications. Each time I shutdown Windows does not keep my setting; each time I start the computer it reverts back to Only Show Notifications. This doesn't happen with other taskbar displays; they remain set to Show Icon and Notifications across shutdown/start. Is there a way to fix this bug?

Try running sfc /scannow in an elevated command prompt first and see what that says.

You may have a program there messing around with Explorer...
