Download it to your desktop, and run it from there:

Btw im replying to this by using my other computer..

Its really hard to open apps on the other computer that has a problem, even google chrome isn't loading Windows Explorer just keeps crashing and right now i'm still waiting for WINDOWS EXPLORER to RESTART.

You clearly haven't read he Windows Defender Offline link! You do not boot normally that's the whole idea of "Offline" You boot from a CD that you burn. Please read the link that opens.

Oh i see sorry about that i will be burning it now

After you burn it you boot it with this disc?

Btw recommend me a free burning software this old pc of mine doesn't have one.... :c

After downloading the Windows Offline Defender burn the file to disc then you might have to go into your BIOS and set the Boot Sequence so that your CD/DVD writer boots first. Then put the CD in the drive, restart the PC and you should get a message saying "Press any key to boot from CD" Do that and follow the screen!
I use Burn Aware Free from here:
BurnAware Free - Free Burning Software

Because whenever i boot my system every apps on the start menu starts with WHITE ICONS then loads in a few minutes

SHOULD i try REPAIRING Windows?

I still think you have a virus or similar. I have to apologise as I failed to give you proper guidance regarding the running if Windows Defender Offline. I should have sent details on how to create and burn an ISO file. You say that Windows Defender found nothing. Is that the Windows Defender that is within Windows 7? If you created a bootable CD what file did you burn to the disc?
