Solved Windows Explorer restarts when I try to view 'Computer' properties

This just started the other day, and I can't figure out what the issue is :confused:

I click on the start button, and then right click on Computer, and select Properties.

The Control Panel main screen comes up for just a second, and then closes and Windows Explorer restarts.

The computer itself does not reboot. The desktop just goes away and comes back, as if the computer has rebooted.

I have run Malwarebytes and a Virus Scan on the computer, as well as a bunch of other tools and diagnostics. Found no problems.

I am currently running a quad core AMD A8 processor and Windows 7, with 8 GB of ram.

Confusing.

I actually had considered that. In looking at my restore points, I only have a few and they are mostly after I found the problem, so no help. I do have one restore point dated 4/2. however, since I rarely use the function (other than pulling specific build information), so it is entirely possible I had the problem then as well. I did try that restore point however, and it failed. It specifically said it could be related to an antivirus program, and I should temporarily disable my AV program to try again. Have not tried that yet because if there is a more critical failure during the process, I could be screwed. Saving that for the nuclear option. Also, I really want to know what the issue is. I figure that the process of pulling up the info that way is not something more users would do that often, this could be a systemic problem created by a recent update, and the average user has not seen this yet.

I also just noticed that if I click on the Control Panel, and select System from the menu, the same thing happens

I would try safe mode to see if it does the same thing or not.

when I view the CBS.log, it is well beyond my knowledge, but at the end it says this:

assuming you rebooted after the sfc scannow procedure above and the problem is still there, here are three more guesses at a fix..

start > programs > accessories > windows explorer > right click > properties > previous versions > select a previous version

control panel > programs > microsoft.net > uninstall/change > repair

explorer > organize > Folder Options > View > Advanced > Launch Folder Windows in a separate process

wow Thanks for the quick response. Something new. After running scannow (regular), I tried to bring up the system control panel again. This time it stayed up for a few seconds, and I noticed the the system rating was trying to refresh when it failed, and relaunched windows explorer. This was the first time I was able to see it doing something leading up to the failure. I then ran scannow in safe mode. After that, I tried again, and it worked (in safe mode), and did not crash. However in regular mode, it still fails on Retrieving System rating. I don't know if this means anything but the rating is 5.8 (in safe mode), and says the rating needs to be refreshed.

I will also try the suggestions you gave me.

No luck. Here's what I did


start > programs > accessories > windows explorer > right click > properties > previous versions > select a previous version
Result: No Previous Versions Available

control panel > programs > microsoft.net > uninstall/change > repair
Result: Microsoft.net is not an option. However, Microsoft.net framework 4.6.1 was, so I ran repair on that

explorer > organize > Folder Options > View > Advanced > Launch Folder Windows in a separate process
Result: did this

However, the fact that I am now seeing that the failure occurs when the windows is trying to retrieve the system rating gives me something else to look at

4/17/17 update. Some improvement. System Control Panel still crashes on retrieving system rating, but, windows explorer no longer restarts, so that is a plus

I am guessing this is the indication of another problem:

Clicking on Performance Information and Tools (assuming that is what I needed to do to disable WEI), doesn't work, and just closes control panel.

I downloaded Passmark, but it doesn't run. I get the program splash screen, but then it goes away, and nothing happened.

I did run Device Manager, and there were no problems.

Ok, I went into C:\Windows\Performance\WinSAT\DataStore, and deleted all the files (backing them up first), and rebooted the computer.
Now, I am able to open the System Control Panel, and it does not appear to be failing, yet.
The Rating line says System Rating is not available, but at least it is running.

Passmark still does not run, but performance information and tools does.:)

Does it seem like it would be ok to run RATE THIS COMPUTER from performance information and tools now?

Sure give it a try. Although its curious that passmark does not run - what exactly happens when you try to run it?

Thanks and Kudos though for fixing the windows restarting problem.

I still get 'System rating is not available' in the System Control Panel. When I try to 'Rate this computer' under Performance Information and Tools, I get the 'The Windows Experience Index for your system could not be computed' message.

Some posts I read indicated this could be Antivirus or Anti-malware related, so I will try disabling Malwarebytes and Avast, and try again.

Like I said, not completely solved, but not crashing anymore.

I had another problem that I needed to fix, and in the process fixed this.

Ok, I was able to fix this.

Apparently it was related to my AMD Catalyst Drivers. Specifically, the dopey 'Gaming Evolved' program that installs with it.

I reinstalled as custom vs express (something you wouldn't think you would need to do with drivers), and just skipped the Gaming Evolved part.

So far it looks like everything is working again.
