Solved Windows Explorer stopped working/restarting loop

Hi, I have been searching around for a while now but nothing seems to be helping.
I looked up my error and it seems there is something wrong with the thunbcache_96.db.

The error message in the event viewer is:
"Windows cannot access the file C:\Users\Sockis\AppData\Local\Microsoft\Windows\Explorer\thumbcache_96.db for one of the following reasons: there is a problem with the network connection, the disk that the file is stored on, or the storage drivers installed on this computer: or the disk is missing. Windows closed the program Windows Explorer because of this error."

I am in no way sure how to fix this or if there is more needed information, but essentially I cannot do much in Windows Explorer on my computer (I'm using my mother's right now) as it just crashes immediately all the time.
I can go through commands through CMD or the task manager though.

The Event ID is 1005

Start your PC in Safe Mode (Press F8 whilst the computer starts). See if explorer crashes in here. If it doesnt then I suggest that you rename the thumbcache_96.db file to thumbcache_96OLD.db and reboot. Windows should automattically recreate the file when you log in.

I tried what you told me, but it continued to crash almost as much in safe mode as regular.
Is there any other options?

The sfc /scannow command (System File Checker) scans the integrity of all protected Windows 7 system files and replaces incorrect corrupted, changed/modified, or damaged versions with the correct versions if possible.

Run a chkdsk. It maybe disk corruption:
How to use CHKDSK (Check Disk) - Windows 7

You may have to do it via cmd (chkdsk C: /r).

Also, as suggested by brianzion, do a sfc /scannow

This shows how to start the PC and open a command prompt at boot so the Windows system files can be checked and repaired if possible, if the PC will not start to Windows normally or in safe mode.

Open cmd.Type CHKDSK /F and then press ENTER. Are you on a network?
If CHKDSK /F, turn up normal,you will have to check the state of the HDD. Download Acronis Disk Monitor and run it. Site:Download disk imaging utilities, data backup and recovery tools, HDD managers and multibooting software for home PCs

I tried the SFC /SCANNOW twice before, I'll try it again just in case.
If it doesn work this time I'll try out the suggestion about CHKDSK I'll be back with updates when I'm done.

If the suggested repairs don't help, then run a Repair Install.

Do you have the latest installer with SP1?

Not sure where its spawned from,
could either be from a start-up program or more likely a scheduled task

However
i dont think its worked
there is no success/failure message that normally follows this command

best bet to find it use Autorun
