How does one make windows firewall allow everything to go through, but block specific exe's from having any outgoing/incoming connections?

Use the "Windows Firewall with advanced security" option in control panel => administrative tools. That's the only way to really configure an outgoing rule, as all the defaults panels only manage the incomming rules. That also gives much greater control of what you allow and block for each program/port/protocol/ip address.
