Solved Windows hangs when closing or shutting down

not sure what happened after an Avast up software update and the latest August m$ updates over the weekend, including Office 2010 x64.

Excel will open but on close/shutdown, excel.exe still running in background.
MS Access will open but not shut down
Task manager will not close
Windows on shutdown doesn't get past logging off screen
have to power off to reboot the laptop

Dell laptop 7510
Windows 7 x64
Office x64
64G RAM

Is this a m$ zero quality update?

Is rolling back the updates or a system restore the better last chance options?

Solved by others' posts - Uninstalled Latest KWALITY update

Uninstalled August 14, 2018—KB4343900 (Monthly Rollup)
and the computer is back to normal. . .
