Windows OS Install issues, dont know why

Hey fellas and gals, im in need of your extracurricular knowledge.

I cant seem to get windows running properly on my brand new system(ill put hardware info after i explain). Experiencing problems with tcpip.sys and C:\$ft issues. My computer cant run anything because i cant reach desktop. Maybe if i try safe mode i can try a solution.

Solutions Ive Tried
Windows 7 64bit clean install
Windows Vista 64bit clean install.
Ive ran the diskcheck /n or whatever.
Memory diagnostic is good.

Ive formatted my drive and deleted it everytime. If i do manage to get Windows to run, epxlorer.exe has failed to run. but now i cant even reach that. Heres my hardware

Startup repair has taken 30 minutes on vista, considering it a fail pretty soon. Looking into the UEFI bios launch. will update in a few

Someone help please, im almost certain its the motherboard install or a bad hard drive. trying to figure it out. Also cant find the UEFI functions. Update coming soon

Have read the trobleshooting links posted.

For UEFI functions check your MOBO manual.

Check the hard drive with the manufacturer's diagnostic tools.

Okay i have bypassed my harddrive by making cdrom priority, DO YOU think instlalling 32 bit first will do anything. Keep in mind this is a fresh system. !

im going to try to run hard drive diagnostic ASAP

I just bought it brand new, Here though, ive passed my frozen hd. Im installing Windows 7 now. Ill let u know what happens the moment it happens with detailed scripture.

im trying to the disk part manuever. I mean man did i do this process right. On a bare drive you want to install OS first, its not like theres drivers for the HD or anything or it would have came with a disk?

General Information

1) If the installer is one you acquired, perhaps the ISO file is bad and another will work; or if you burned it to DVD yourself, another burn is needed, use ImgBurn at no greater than x4 speed with a verify.

If you are using uefi, then install the 64 bit win 7.
