windows security center disabled

Running NIS 2011 (v18.1.0.37) and Win7 Pro 32. All has been running well until today when windows security center suddenly reports that it is turned off. Starting windows security center via the services window causes windows defender & NIS to be turned off, both NIS & windows firewalls to be turned off & NIS virus protection to be turned off.

Any idea why windows security center is either being switched off or has suddenly started reporting its status and whether keeping it switched off is beneficial given that NIS is providing a firewall, virus protection etc.

Go into service.msc and disable both Windows Firewall and Windows Defender. Make sure you stop the service first.

Reboot and see if Security Center is still reporting a problem

There are apparently some problems with Norton & the security center

Of course it is possible you picked up a virus. It wouldn't hurt to do a full sys scan with MSE, Malwarebytes and Malicious Software Removal Tool just to be safe

Although the Security Center reports that NIS is OFF is it actually off? What is the status of the NIS auto-protect icon? I would run a quick scan with MBAM to make sure you don't have an infection (or remove it if you do).

Ok, the plot thickens. Still unable to start windows security center I decided to remove norton so that I could get back to basics and see whether norton was the culprit. Full system scan performed by norton, with no issues, prior to it's removal. Removal completed via Revo and followed up with nortons own removal tool. I feel confident that norton is now removed from my system.

Malwarebytes full system scan shows no issues.

Try now to start windows security center and it stays live for about 2 mins before switching itself off? During that 2 mins it complains about lack of an anti-virus program and defender being switched off. I cannot turn defender on at all as it immediatly shuts down upon activation with the following warning:

"The windows defender service on local computer started and then stopped. Some services stop if they are not in use by other services or programs."

I've attempted to load & run MSE but this, on opening, flashes a window at me for about 0.1 secs before shutting down. I'm unable to see what the window says before closure.

So, I seem to be back at a basic win 7 security level but am unable to switch anything on. Where do I go from here?

I agree with Victek, in most instances when you have a AV running, some of them disable the Security Center and take over the function of it. I saw this on my old XP machine, when I was informed "Your security center settings are being handled by another AV" and Norton was running the whole security show.

But, NIS should still show as being on and running. Best to do a scan with some AV proggies.

I suggest downloading and running Kaspersky TDSSKiller - latest version looks like 2.4.1.0 - to see if you have a rootkit. In my experience MBAM can miss this one. You could also download Norton Power Eraser, burn it to a CD and boot it to see if it finds anything.

And if all else fails you can do a system restore to before the problem occured or do a system repair with your Win 7 dvd which will fix your prob without loseing any of your data

See if you can run Eset online scanner ...

So, after 24 hours trying to resolve this issue I elected to reload Win 7. HDD formatted, Win 7 reloaded followed NIS 2011. Windows security centre now running quite happily, as is windows defender. No warnings now being flagged up to me. Should have taken this route some time ago - it only took me 2 hours to reload everything and the system is much quicker also :)
