Windows Security Center service turns off after restart??

Hi,
Seems I got an issue with Win 7 again. This time I get a message every time I startup the computer that the service Windows Security Center is not started.

I click the option to make it start and then it keeps running until next restart when the same thing occurs again.

By message I mean there is a red cross sign over the white flag icon in tray, if that makes any sense.

Not sure if there is any service I (or avirus ?) have disabled. I disable services people recommend to disable for better performance. Cant find any security center service in Services.msc anyway...

* Once download, right click the fss.exe file, and choose run as administrator.

*Checkmark the following boxes:

-Internet services
-Windows firewall
-System Restore
-Security center/action center
-Windows Update
-Windows defender

*Click Scan. A notepad window will appear with your log file. Save it to the desktop. Then upload the log here in your next reply using the paperclip on the reply box.
