Windows Security Settings Preventing Me From Accessing Google

Yesterday out of nowhere I was prevented from visiting google regardless of what browser I used. The error code given by Chrome was:

Error 101 (net::ERR_CONNECTION_RESET): Unknown error

I did the standard delete files, reboot computer, power down/up cable modem & router. Still the same. Also, only the google main domain runs into this issue, not subdomains. So google.com/analytics is unaccessable but mail.google.com is just fine.

Running a few searches on Yahoo I saw a thread that said to edit Windows Temp security settings, so I:

1) Went to Explorer>>C:>>Windows>>Temp and right-clicked, selecting Properties.
2) Accessed Security Tab.
3) Listed were CREATOR/OWNER, SYSTEM, Administrators (Path-to-Me), and Users (Path-to-Me)
5) Selected CREATOR/OWNER, Administrator(ME), and Users(Me) and selected Edit and allowed full control to all three of these.
6) Restarted browser and went to Google and it worked fine.

Ten minutes later it is inaccessible again!

Went back to the Temp file security tab and All the access check boxes for the CREATOR/OWNER are unchecked. Trying to re-enable them throws this series of error notifications:

Can anyone tell me what is going wrong? I feel like Microsoft has seeded some type of anti-google thing into my computer with one of its updates.

Have you tried to Reinstall Google Chrome I hot that and I fixed it by Reinstalling Google Chrome
