Windows Seven won't shutdown properly

I have Windows 7 installed on my laptop. It recently won't shutdown properly. When I shut it down, it will be shutting down the machine, turn off the monitor but after that my power light is still on and I can hear the fan is still spinning. Any suggestion on how to resolve this? Thank you.

Check the Event Viewer and Performance-Diagnostics log (by clicking the WEI link at Control Panel>System and choosing Advanced Tools) for the moment when it is failing to shutdown. See what services or drivers are interfering.

See if you can revive the monitor with its power button, mouse or Enter key to see what is transpiring. It may be prompting to stop a service and you cannot see it because monitor has suspended early.

Try following:
WIN key | type CMD.EXE | do not hit the ENTER key
Right-click on CMD.EXE in the Programs list shown
Click on "Run as Administrator"
type POWERCFG -H OFF
hit the ENTER key
type EXIT
hit the ENTER key

SHUTDOWN your computer (do not simply do a restart)

Turn on your computer

Problem gone?

Hi,
My windows seven laptop since Sunday hasn't been shutting down properly. I would shut it down then it would stay off for a split second then it would come back on again. Up till Wednesday I use to be able to hold down the power button and it would stay off but now not even that works. The only way to shut it down is if I take the battery out and when I get it off to turn it back on I first have to remove the battery and replace it and then it would come on by itself. I tried booting without the bettery and to shut down is the same problem but it starts up normaly.
Can someone please help me?
