Establish a Clean Boot by unchecking everything in msconfig>Startup and >Services after ticking Hide all MS Services, then Reboot when prompted. Now try SFC /SCANNOW Command and Repair Install again.

If you burned a DVD with the new ISO then try writing to flash stick with Windows 7 USB-DVD Download Tool. If you know you have rescue boot ability with this installer you can also try running the extracted files' Setup from Windows.

If this is still the bloated HP Win7 preinstall then that's the worst possible install one can have, larded with bloatware and duplicate utlities that interfere with better versions built into WIn7. You're overdue for a perfect Clean Reinstall - Factory OEM Windows 7.

If this is already a Clean Reinstall you like and which hews closely enough to the model install in link above, a last resort might be to uninstall Windows 7 Service Pack 1 (SP1) and use the old Win7 ISO from Windows 7 Direct Download Links.

Thanks, Greg.

Looks like I'm on my way to a clean install.

Step 1 Ran ECP sfc/ scannow resulted in Windows Resource Protection could not perform the requested operation.
Step 2 Made a flash stick using listed process, install fails at Gathering Files, Settings and Programs
Step 3 PC built with a MDSN version of Windows 7 Ultimate 64. No HP bloatware on PC
Step 4 Cannot uninstall SP1 using Control Panel/Programs and Features because View Installed Updates is completely empty. Tried using the SP1 removal using the command prompt wusa.exe /uninstall /kb:976932 but got a catastrophic failure message stating Installer encountered an error: 0x8000ffff
